The Terminus level will officially unlock when “The House of Wolves” DLC is released, scheduled at some point for 2015 but this YouTube video shows a curious players persistence paid off in attempting to enter the vertical beam that takes players up to the Terminus level.
Be prepared for some patient triple jumping to get to the beam though you will be rewarded with 3 dead ghosts pick ups.
